"The agreement we're announcing today includes several important improvements and achieves what I believe trade deals must do, it's a win-win for both counties," he said.

The New York Times reports, "The agreement, which requires approval by the legislatures in both countries, is a first for the administration and would be the largest trade accord since the North American Free Trade Agreement took effect in 1994."
